That reach is the product, and it is also the trade-off. Twilio is industry-agnostic — the same API serves logistics, healthcare and retail — so nothing in it is shaped by gambling regulation. Unified opt-out across channels, evidence trails for consent, self-exclusion register behaviour and the operational rules of Law 14.790/2023 are things you build on top, not things you buy.
Ask for measured delivery and latency on Brazilian numbers by carrier, for your own traffic profile, before comparing price per message. A rate that looks cheaper and delivers a lower share of OTPs is not cheaper.
